Convert a Foreign Driving Licence
Converting a valid foreign driving licence to a South African one is a mandatory process if you become a permanent resident or if you are a South African citizen returning home after living abroad. If you fail to convert your licence within one year, it will be regarded as invalid.
You can also apply to convert your driving licence to a South African one if you hold a diplomatic permit but don’t have a permanent residence permit.If your licence is not in one of the official languages of South Africa, you must get a letter of translation of the licence by a competent authority.
You must complete this conversion process at a Driving Licence Testing Centre (DLTC).

Important Points
Your foreign driving licence will be converted if the licence:
- is valid
- translated into one of the official South African languages
- is accompanied by a letter of validity obtained from the relevant embassy and a translation if the licence is not in an official language of South Africa
- has your photo and signature.
Time Limits for Conversion
The time limit depends on your residency status:
- New Permanent Residents: You must convert your foreign licence within one year of receiving your Permanent Residence Permit. If you fail to do this, your foreign licence becomes invalid in South Africa.
- Returning SA Citizens: You must convert the foreign licence within five years of resuming permanent residence in South Africa.
Required Documents and Steps
You will generally not be required to write the K53 theoretical or practical driving tests. However, you must undergo an eye test, and your fingerprints and photo will be captured.

Visit the DLTC in the province where you currently reside or obtained your permanent residency.
Required Documents
You must present the originals of the following documents:

| Proof of Address | Proof of residential address e.g. utility account. If the utility bill is not in your name, the owner of the bill must make an affidavit declaring that you live at the address and the utility bill must be attached to the affidavit. |
| Photographs | Typically four identical, black and white ID-sized photographs (confirm the exact number with your local DLTC). |
| Forms & Fees | Completed DL1 form (Application for Driving Licence) and NCP form (Change of Particulars, if needed), plus the prescribed conversion fee. |
Key Processing Steps
- Application: Complete the DL1 and NCP forms at the DLTC.
- Eye Test: Undergo the eye test on site (or present a recent optometrist report).
- Surrender Foreign Licence: When the South African licence is issued, you must hand over your foreign licence for retention or return to the issuing country.
- Issuance: You will be issued a Temporary Driving Licence on the spot (valid for six months) while you wait for the permanent credit card licence (usually 4–6 weeks).
